We went to http://www.americanmeadows.com and ordered seed packets for 50-cents a piece. Then we went to http://www.superiorlabels.com and ordered customized labels that basically say "thanks for coming, please plant the seeds and as they bloom and grow, remember us and our wedding day." Favors for 120 guests cost approximately $70.
Another idea we toyed with was buying a bunch of heart-shaped cookie cutters and attaching small cards with a sugar cookie recipe on one side and a note saying "thanks for coming, every time you use this, remember us and our wedding day."

It would help to know what you have in mind for your favors, but check out Michael's online. Also, for my first wedding, I bought a bunch of little white baskets, hot-glued silk flowers on them in the wedding colors, and filled them with hard candies. You don't have to make one for each guest. Not everyone will take one. You could also order matchbook/notebooks with your names and wedding date on them. Order those through the same place you ordered your invitations.

I used 'The Knot' magazine/website for ideas, then went to Michael's to see if it was a doable project. I also used Martha Stewart's wedding sites.
I made embellished picture frames and hand dipped chocolates as my favors.

I bought small plastic champagne glasses from a party store and tied a bow around the stem in the wedding colors, then filled the glasses with candies that were also in the wedding colors. M&M's sells candies in many colors.

You can go to the website Oriental Trading that is a catalog of all different items that you purchase in bulk. I have seen several pages in their main catalog that had wedding favors that you purchase and then put together.

we took Jones soda and had a black and white picture of me and my husband and then print it on sicker photo paper in the size of the picture on the bottle then place the picture of you to over it...
also you can make picture frames and put pictures you two in them.. buy desopable cammras and cover and decorate them to mach you wedding or put there name on them.. rose's made out of napkins with your wedding info on them..
