Pure tone audiometry Vs Tuning fork tests?

For normal individuals, in pure tone audiometry, bone conduction has lower threshold than air conduction, but in Rhinne tuning fork test, why air conduction is better heard than bone conduction?

In pure tone audiometry, air conduction is limited by the headphones when the bone conduction oscillator is applied.. With a tuning fork, one hears via air conduction more strongly than bone conduction
