I agree with the person who posted about the stomach acid, but also if it's not really vomit but just drooling foamy stuff, dogs tend to foam when they have eaten something really bitter. My Chi / JRT mix foamed really bad when she was on meds for an intestenal problem.

They sometimes do this after they eat a frog or have had a frog in their mouth; there's something about the skin of a frog that makes a dog's mouth froth up

Dogs that have been eating grass tend to have vomit that is extraordinarily foamy.

Watch him while he is outdoors to see if he is chewing/eating grass.

Make sure he/she is getting enough to eat, if so, call your vet to see if they can recommend something to prevent them from eating the grass.

it's most likely just something he wasn't able to digest, the foam is stomach acid (like when a humane throws up bile when there isn't anything in the stomach) - unless he does it numerous times he is fine
