Ground beef shouldn't smell like stinky feet. My guess would be NO, it is not safe to eat. Your nose alone should have determined that eating it wouldn't be safe for you to eat. If something smells unusual that you have to eat, then you probably should throw it out. Better safe than sorry.

Yes, it's safe to cook. The brown on the outside is fine, especially if it's still pink in the middle. No smell is a good thing. Usually the smell is a clear indicator if beef is bad. That typical "beef" smell is good but a sour rancid smell is (obviously) bad.

You know how someone says "I put my foot in it" when they've cooked a great-tasting meal? They don't mean that literally.
If your meat smells like anything other than the herbs, spices and liquids you've cooked it in, don't eat it.

If you can, recover the package from the trash, note the expiration date, and if necessary, ask the store you purchased it from to give you a refund or exchange.

I would vote no. Cooking meat should not have any type of unappealing odor. Actually raw meat should not either.
