Yes, we should be looking after ourselves, picking up our trash and having a care about the world we live in. Unfortunately, we act like spoiled children, throwing cig butts out of the cars, buying disposible plastic and paper goods when keeping and cleaning our lunch and drink containers is too much work for us, dumping toxic waste into the waterways when it's too expensive to clean up.
The days of Iron Eyes Cody weeping on your television are over. This time, Mother Nature is going to kick our little fannies right off the biosphere.

They cannot pass law when they do not have proper facilities.

India will put a man on the moon soon but it just does not have enough public toilets or for that matter private toilets. Same is the case with garbage cans.
Your observation is correct but even women have to relieve themselves and they do. Only thing about them is their anatomy and the dress(sary, gagera) they just pretend to seat down and in few minutes are gone.
As the saying goes "do in the Rome as the Roman do". I am glad that they are not doing what is normal in India, and throwing rappers every where and peeing all over, when they are in different cultures.
Even in our culture I have seen people relieving, this is because they have to and some time they may have a condition so they just have to go.
You may have seen it in the parks. We do have Porta-Poty in the parks but natures call must be answered some just cannot wait.

I have just heard that in Scandinavia and Germany there is no trash or garbage at the curbs,at all. Everything is being recycled. Interesting? We should be recycling more, in the US as well, especially Paper and Plastics which are generally wrappers for foods. It would be great for India as well as many other countries.

Each person should be responsible. If you see someone doing this, then firmly tell him to pick his own trash and throw it in the trash can. Be bold to say your piece and you will be doing your job as a good citizen. But of course, be civil about it. We have to do something at our level (throw our own trash) if we want to have a clean environment.

We should all do our part in keeping the world clean, throw trash in the trash receptacle. Personally, I find spitting and or urinating in public very bad mannered and just not an acceptable practice. God bless*

definitely, responsibility starts with you and me, and every educated Indian... but too often, it's easier to just let it pass by...
the correct term would be "civic sense"... and for this, simple education won't do. firstly, it needs to be enforced strongly by the law enforcement, and secondly, it needs a level of self-awareness for an individual to stop him/herself from doing it...
but the best thing you and i can do is to be change-agents to the people around us... let US start making the difference in our environments, and automatically people around will learn and change...
