Sometimes Norton doesn't uninstall all the way. I think Norton's website provides a tool that will help you make sure everything is uninstalled properly. You might want to try it out.

Sometimes if you have any other anti-virus program running at the same time, it and Norton will work against each other. The new Norton was not compatible. If it's Norton 2006 or 2007, it may not be compatible with your system

I have heard that many human beings have problems with Norton regularly occurring, yet i have self assurance that Norton has a Troubleshooting element of their information superhighway website, i'd attempt sorting out their living house website and sending an digital mail to their Techs to truly get to the bottom of the project. instructions there are lots of more convenient to apply to boot... yet MY concepts, use some thing except Norton next time.

Don't get rid off it, just try to install an up to date one or you format your system or your installation process is not correct.
