3. Generally there is a negative feeling towards islam the worldover. Islam is a fabulous religion, help spread the good part of it. Seperate urself from the 'radical islam' of Osama bin laden.
and 4. Improve the infrastructure, the rest will fall into place.

you need to list all your strengths, weaknesses, opportunities and threats.
1. Strengths- why would people come? What could we reasonable expect to do and see? What are the natural wonders, and what are the cultural treasures?
2. Weaknesses - If people start coming, is the infrastructure ready? Not being ready to accomodate guests can be worse than not having any - bad reputations are harder to overcome than invisibility (think of Detroit vs. Branson, Missouri) Where will they stay? Is there enough lodgings, restaurants, transportation? How are the roads? What about safety and security (speaking of negaitve images to overcome?
3. Who could realistically be your initial target audience? Yuong people are always looking for the new hip place - but conservative Islamic places may frown on the youth beach culture. Older travelers love historic and cultural voyages - but will have concerns about safety and medical facilities, and and will have higher needs for accomodations (elevators, comfort, dietary concerns). The adventure travel crowd is always on the lookout for wilderness pursuits - whitewater rapids, rock climbing, etc. Maybe one could start picking a single atrribute, such as a coastal resort area, and building a competive event around it (regatta, boating contest, triathalon, etc).
4. Threats. This ranges from the political to the economic. Since others will be thinking about it - will foreign visitors be safe from radicals? How much would your tourism industry be at risk from competition, dependency on cheap air travel, etc., and how do you address those threats? Are any prime tourist areas subject to the occassional natural disaster, and what happens if one happens during tourist season? Brainstorm the worst, so you aren't caught off-guard when someone asks (or if something were to happen).
Role-play situations from start-to-finish; would a foreigner coming into the airport find his/her way around? Are the signs up to internationally recognizable standards? Is the airport full of hucksters trying to lure foreigners into questionable taxi services? Is there a competent information center able to help travellers with questions?
Tourists will need ansswers for everything from taxis to trains to emergency services. The more you anticiapte for and plan for, the sounder your strategy will be.
PS- few places become overnight successes, and many that do can't keep up. Plan for five, 10, and even 20-year development.

Pakistan is one of the most beautiful places in the world. Pakistan enjoys all four season. it has all kind of attraction to the tourists. But they need to take care of those important places first. You can take following steps.
1) Identify your places first. ) First of all you need to explore the possible tourists resorts. Make a note of all these locations. than one by one try to imporve those locations.
2) Easy Traveling) From a big city, try to make comfortable roads so that tourists can reach those places easily. From Islamabad to SWAT , it is a 8 hours drive, but if the roads are double and wide than it can easily be cut short to 3 or 4 hours.
3) Imporve the locations) make sure that ur locations are near to nature, and no dust is around it. foreign tourists dont like dust.
4) creat public awareness) project your country as safe and sound place to visit. arrange special seminars and funtions to project ur country's beauty.

First you have to get rid of the perspective of Pakistan as a Dictatorial, radical Islamic country which aides and supports Al-Quida. Sorry, but that is a very firm vision most of the world has of Pakistan. Nobady wants to go somewhere and get killed, blown-up or kidnapped. And yes, I know that I am talking about Pakistan and not Afganistan.

I know. well I have a few friends who are pakistani and they love their country but agree that it is percieved as radical. When the avarage person from America, Japan, Korea, China, and the EU think of Pakistan, they think of Osama and the standoff between India and Pakistan.
