Strictly speaking, you can't do animation in Photoshop. However, it is usually bundled with ImageReady, which is specifically for animation.

create your "animation" in the layers in yoru document
your photoshop should have come with image ready
once you have your animation done, then swithc over to image ready and in the Animation Menu, create frames from layers.
