yes you can, though you have to go to the post office as you'll need the new ID form (the 1 with your photo on that looks like a credit card) i don't think you have to pay even though you lost it as it's your first of the new kind. Contact the DVLA swansea

yes you will need to get a photo card licence though get the relevent forms at the post office
