You would perform a site evaluation to determine whether or not you want to perform a site investigation. The difference would be what you want to do with the site. If you were interested in building on the site, you would evalute the site for building feasibility. You would have to consider factors such as site layout, drainage, rock, ect. This would be part of the investigation.
