is there anyother way of getting married in portugal with out having to be a resident, are there any wedding planners who have married anyone out there , please help

It all depends if you are a EU citizen or not. If you are all you have to do is, go the 'loja do cidadao' and look for 'governo civil' and say you want to get married. They will be able to help you out.
If you are not part of EU, then your life is much more difficult, as you will have to do a lot of paper work to get married, and that will not be easy.
Nowadays, marriage between Portuguese people and non-EU citizens is very difficult, because a lot of people used this scheme to have a permit to live in Portugal.

I have not been married there or even been there, but I would suggest that you get in touch with Portugals Tourism Authority.They will be able to get you started on your way to marital bliss.

If you go to your local travel agents they have wedding planners who do everything for you.
