I'd say everything matters equally. Neither is meant for bulking or cutting cutting is generally eating 1500-2000 calories lighter high rep/sets and cardio 3 times a week. And bulking is 2500-3000 calories, heavy low rep/sets, a day. Obviously there's a lot more too it than that but those are the barebone basic guidelines. Some people do cardio when they bulk others don't some do it only on ence a week. Honestly though weight is just a number unless your morbidly obese in which case you need to try and get to a healthier weight before worrying about other stuff. Bf% (body fat) is what matters for most people though.

DO NOT REDUCE your meds without consulting a doctor. Since you are a diabetic your diet should already be fairly close to a south beach diet with eating less carbs and high protein meals. Your meds should never be skipped or changed without first consulting your doctor as diabetes is not something to "play around with". Check your blood sugar as often as the doctor recommended and be sure you are recording your blood sugar results somewhere. Good Luck.

If you don't have a gloucose meter, get one. Measuring you blood sugar is the only way to know how your body will react to the dietary changes, and then you (ideally with your doctor's assistance) can change your meds. You are crazy to just guess!
