YES ! When you go to DOL to get a new title from WA you will be asked the purchase price. They will want to see something in writing, like a sales agreement/bill of sale or perhaps the other title indicating the sale price. Don't forget to have the seller sign over the title and don't forget about the section indicating "MILEAGE".
