I am a legal American resident in the state of Missouri (a citizen of Canada). Can i legally purchase and possess a .40 for the purposes of self defence in the State of Missouri?

Through my research it is my residency in the backwards state of Missouri that precludes me from a permit to carry. I am a lawful resident - here on an immigration basis and ergo federal law doesn't prohibit me owning a firearm.

on an immigrant not non immigrant visa
so 18 USC 922 doesn't apply to me
The State of Missouri has a citizenship requirement.

no, it is illegal for an alien to be in possession of a firearm or firearm accessories as per 18 USC 922
it is illegal for an alien whether they are a l.a.p.r or an illegal alien doens't matter. It still applies to aliens here legally.

Almost all gun laws are state laws, since the federal govt is limited in what it can do (because of the 2nd Amendment).
So, it's a matter of whatever the state of Missouri's laws allows for gun registation and possession.
Now, generally, states cannot make distinctions between citizens versus legal residents (or illegal residents, for that matter) because such distinctions are solely within federal authority. There are a few exceptions, however.
So, check your local state laws.

No. Even though you're from Canada, you're still a foreigner. Handgun sales can only be to U.S. citizens and residents of the state in which the handgun is purchased.
