First, you need to have a vet check him over and make sure he is not in pain. Boxers do not deal with pain very well and can be very big babies about little things.
If your dog checks out ok, then you need to start training. Only interact with the dog if it is not whining. Don't give food, attention, fuss, or even eye contact if it is whining. The stricter you can be with this then the better the results will be. At first it will get a lot worse, and drive you nearly nuts, but you must persist. As soon as the whining has stopped for 30 seconds then praise like mad and give a food treat. Your dog will learn that whining does not get him what he wants.

Unless your puppy is in pain, then you need to understand that they do whine a lot. They are like human babies and we know how they can cry all day, all night, all day . . . . Try to be patient.
Have you had your puppy checked for worms? Most puppies have round worms and those things can be torture. They can kill a dog. Puppies love to chew on things. Maybe your pup swallowed something. Bowel obstructions are not uncommon if you don't keep on eye on what they are chewing. Do you feed your pup on schedule? Do you provide water? Teething can drive a young dog nuts as well.
Perhaps you need to take it to see the vet.

Ignoring the dog is the best way. Your puppy is getting attention which makes him happy. If you are really annoyed and want to get the puppy's attention to make him stop whining throw something (that he won't chew!) by him to startle him. It is really important that you don't get what you threw b/c the dog will think the whining brought you to him. We learned this trick with a dog behavior specialist with our barking dog.

Boxers are high energy dogs and need to have a lot of exercize. Take your puppy out for a long walk, run and play with him. After this he should settle down enough to be trained to stop whining. Stopping the whining - I suggest a rattle distraction combined with a particular command (such as "Shh!" or "Still"). Check out the link to a dog forum's comment on distraction training, or google it yourself.

If he whines while getting attention then he may have discomfort from some health issue. I would take him to the vet at that point.

STOP REACTING.
He's whining because it works. He whines, you pet him. he whines, you pick him up, he whines, you put him down.
It's going to be hard for a few days, but IGNORE HIM WHEN HE WHINES and he will learn that it gets him no where.
