0100 is 1 am, 0200 is 2 am, etc.
therefore 1340 would be 1:40 pm

okay it means 1:40pm..
1300 hours, just think about it like this at 12midnight its 0000 hours, at 1am its 0100 hours and so on until you get to 2300 hours which is 11pm....
