The only way I know how is to keep a spray bottle full of water by the tree and spray water on them when they start playing in it. That's the only thing that works with my cat anyway.

put it on top of something slick they can't climb.
anyway it will be limiting physical access.
you can try to train them by squirting them but that will not work as well and is another problem and won't work when you're not home.
put the tree outside and don't let the kittens outside...
put the tree in a room the kittens don't go
make some kind of barrier they can't cross...
put bad smells on the tree that cats don't like.

get some of that sticky goo that is used for rodent eradication a nd place it in the tree, once the cats are stuck real good, take them out and then you have stationary kittens to rub and play

keep them out of that room or spray them with a water bottle, that's what i do with my cat when it is doing something it's not suppose to. it takes a couple times for them to get the idea that they aren't suppose to do it, but it works!
