Greetings All,

I was rejected a b1 visa during december '05. I had to go to US
for training but, I guess the officer was doubtful and I was rejected
with "potential immigrant (214(b))" clause. My company have applied for a
premium L1b individual in this year as I have to go there and handle a project. Is my b1 rejection going to affect this one?

what to tell to the visa officer if he asks why ur visa has been been rejected last time?.pls give me advice

This is my best guess, not guarantees:
214(B) does not apply to a L Visa. The L visa allows for dual intent and hence it is reasonable that you might eventually petition to live permanently in the United States. However, if you were denied a B1/B2 there was probably a good reason. The Consular Officer will consider the circumstances that lead to the initial denial in your upcoming interview. Please ask a more detailed question explaining why you were denied under 214(b).

it might cause a problem....what were the reasons for denying the b1 visa...aside from them rejecting you for "potential immigrant" ....you must not have provided concrete evidence to show you will not hide in America once you get here...i suggest u build solid concrete evidence to show you're well established in your home country and they might reconsider your application favorably......
