My children were milk allergy kids and this was before the days of all the new stuff out there now. Mine grew up on apple juice and were perfectly healthy and happy. Today my daughter is 23 and she drinks the Silk Soy milk. She loves it and it is supposed to a very healthy alternative to milk

My daughter drinks the Kid's Fortified Silk (soy milk). It has more calcium and vitamins than cow's milk and it tastes like a vanilla milk shake...I would highly recommend it (definitely stay away from the juice, you don't want all his teeth to have to be capped)!
If he doesn't like that, just stick with the water, he'll be fine. He doesn't really need as much calcium as the Dairy Counsil would like you to believe, they just have a really good sales tactic :) Good luck!

Are you sure he can't tolerate milk? I think he's just being stubborn and trying to take control of the situation, but you never know.
Diluted juice would be good. Water too if you can get him to drink it.

There are some soy-based formula mixes in the stores. Check it out, but be aware that soy also gives a child gas.

Is he lactose intolerant? You could continue with the stage 2, or try soy milk...there is also lactose free milk.

I used rice milk for my son that had a milk allergy and he loved it. It comes in flavors too. I used the Horchata brand.

Make sure he is getting calcium and vitamin D from other sources.
Give him fortified juices and water them down.
Give him water.
Try soy milk.

try using powdered milk you can buy it at wal mart in the isle where the kool aide mixes are--good luck
