Basically it doesnt comply with emissions or safety regulations set by the wonderful people at the DOT.
And just so everyone know...the new Skyline GT-R wont be here until 2009 and its going to be called a...Skyline GT-R....not just GT-R.

Nissan never did it, which means the engine isn't EPA-certified for emissions, the chasis has not been crash-tested in the US, all the lights (turn signal colors, headlight output, reflectors) have never been measured to comply with US DOT regulations, etc. Not to mention the steering wheel is usually on the wrong side (not all). However, you CAN buy a Skyline in the US, through this company:
http://www.skylinegtr.com/
which modifies Skylines (even new ones) to be street-legal in the USA. That costs a lot of money, as they describe on the site even the crash-worthiness has to be improved. New R-34's go for nearly $100,000. Or you can wait a year or so for the new Nissan GTR which will be offered in the USA.

It doesnt meet standards and Nissan as of yet hasnt brought them to sell here. But dont worry, as of 2008 they will market the GT-R which is a Skyline GT-R just minuse calling it the skyline. Probably wasnt enough demand for them to sell it here earlier.

the Skyline does not meet US emissions standards or safety standards, but that does not mean you cannot import or own one, only that you cannot get it licensed in the US. So you could let it sit in your garage, but you could not get license plates for it or legally drive it on any public roads. I guess if you really wanted to, you could take it to a race track and drive it there, but you'd have to move it on a trailer to get it there.
Nissan has said they will start importing the Skyline in 2008, which means they will fix the emissions and do the proper crash testing to get it legal.

Yes but you can make it street legal....There is a coupla rules or laws somewhere....I'll have to find them...But all you have to do is this...Go over seas somewhere and buy one. Dismantle the car and ship it to the states in pieces....And I do mean pieces...Then rebuild the car in your garage....Then take the title and register it as a homebuilt car. it has happed several times and they are driving around on the street here Florida....I've seen then and have talked tot he guys. The law states that in order for it to be registered as a homebuilt, you must build 50% of the car.....so when you build it...."Build it" Good luck.
