All parts are giving, and at the same time, all are also receiving. This is termed as "Give and Take actions" in the Divine Principle.

A cycle, or circulation motion is require to exist, sustain and multiply. There are many examples. The biological heart is pumping out blood with oxygen to the body, while receiving blood lack of oxygen from the body. A lamb gives herself up once caught by another, and eat grasses and drink water. A computer give out information, while receiving data and instructions. A government gives out grants and funds to improve the standards of living, while receiving taxes from citizens.

God is giving love to His whole creation, while receiving joy from the beautiful reactions from all things, but sadly excluding fallen human beings, where His love is not appreciated, and even responded in many ugly ways.
