Sure.
Light touching, careful caressing or not even touching a woman at all. Dozens of times with only using my breath and no touching at all.
Then there's been a few times with no touching or soft breathing. Just following my hands over a woman's body without touching her at all and gently talking to her as she laid there, not touching herself either.
