People are fined for dropping litter on the ground but when they launch a helium filled balloon into the air it becomes litter when it lands. Many are swallowed by animals, particularly in the sea where they look like jelly fish which are food for turtles etc. Maunfacturers say latex balloons are biodegradable. However, they don't rot away and disappear they just degrade into small pieces and remain in the environment.

I agree. Although balloon releases were fun when I was a child, when we would attach small postcards to the strings to see if anyone would send it back from far away, when I became older I recognized that the balloons can do significant ecological harm in the future. It's an irresponsible form of entertainment.

Just what we need. Another "no spitting on the sidewalk" law. Balloons are such a TINY fraction of the liter in the world, don't you have more important issues to pursue? Like nuclear proliferation, global warming, aids, terrorism, world poverty, over population, health care costs, bottles, cans, and paper on the side of every highway (which is already illegal; and see how much that anti litter law cleaned it up..... NOT).

Since I was very young I've wondered the same thing for the same reasons. Good for you.
I think there should be some limits there and perhaps a biodegradable balloon would be more appropriate. I know there are biodegradable golf balls, so why not biodegradable balloons? Perhaps they already exist - it would be good to investigate.

They should be banned. I've always thought that. It's crazy that people still do it. They might as well just toss a bunch of plastic in a river and start cheering.

Wow...although you have a good point you sort of sound like you have too much time on your hands. haha.
I imagine it would be very hard to catch anyone doing that, I mean...honestly.
