Search it on Google ,reinstall the program or recover it with PC Inspector File Recovery software.

It looks like some sort of Hewlett Packard product software. If you know of any of them installed on your machine, try uninstalling and reinstalling.
:) BTW. Actually recovering a deleted file is done by few people and it costs quite a lot that only few companies actually use it to recover any invaluable data they lost.

That file is from your, HelpCenterManager, and if you go to system restore and go back to a date closest to the day before you started having the problem, it will cure it, it happens alot when you install and uninstall alot, when uninstalling a program and it asks you if you want to remove certain files and that they may or may not be needed, always leave them, they don't take up that much space and it will not harm anything, once i was told that info myself, the problems stopped, good luck.

I think you're missing a driver file for a Hewlett Packard product, such as a printer. Go to this link (HP Driver Download page) and click the 'Start Detection' button to automatically detect what HP product you are using and to download and install drivers for it.

You have either need to reload the software that runs that program or you can try going to HP website to find it. I best Idea is that you reload the software that runs that.

Uninstall and reinstall the printer software.
If you are no longer using your HP printer, uninstall it completely.
