Yes but it could be for different reasons. Some people look out of curiosity, some out of jealousy and some because it just happens to be in the same line of eye sight.

women do sometimes like to check out other women...as it allows them to compare themselves with the others...and also learn from how other women dress...i dunno wat u mean by while they r looking at men...
