St.Andrew was the founder of Byzantium Church and he was appointed The First Pope by Constantine the great - The founder of New Rome. He accepted Chistianity under the influance of his mother. This is called a new and peaceful era of Christianity.
This division created a power dispute between Rome and Contantinople - The Eastern Church.
Constantine arranged Council of Nicaea in 325 Ad to settle Church disputes on power and practices.
Territorial Disputes were settled in 381 AD in the First Council of Constantinople and The council of Ephesus 431 AD. There are other Councils but the same are not related to your question.

The first Pope was Peter, though he was not called by that title. The position was created when Jesus asked Peter if Peter loved Him three times and each time that Peter said "Yes", Jesus told Peter to feed His lambs. Jesus was transferring the duty and responsibilities of being the shepherd from Himself to Peter. The Pope is the shepherd of God's people.
Constantine was not the first Pope. In fact, he was not even a member of any clergy. He did not convert to Christianity until his deathbed. He was the Roman emperor that ended the persecution of the Christians and called all of the Catholic bishops together at Nicea to settle some differences in doctrine in Christianity regarding eh divinity of Jesus Christ.

Jesus himself established Peter as the first Pope. This was done with precedence. In Isaiah 22:22, Eli'akim is given the key of the House of David. This is roughly equivalent to making Eli'akim the Prime Minister of the Kingdom of David. This is a formal "office" of the Kingdom (note that this occurs long after David has died, implying that this is an office with succession).
Similarly, Jesus gives Peter the keys to the Kingdom of Heaven (Matt 16:19), tells Peter that he is the Rock on Which He (Christ) will build His (Christ's) Church and that what Peter binds on Earth is Bound in Heaven and loosed on Earth is loosed in Heaven. This establishes an office with of a successive nature which is in a position of Primacy over the Church.

The Catholic Church believes the Lord made Simon alone, whom he named Peter, the "rock" of his Church. He gave him the keys of his Church and instituted him shepherd of the whole flock.
The Pope is the senior pastor of 1.1 billion Catholics, the direct successor of Simon Peter.
