In Central Park's zoo, back in the late 1980s, early 1990s - they had a polar bear. This was the most unfriendly animal imaginable. He got his jollies by scaring tourists. The zoo brought in an animal shrink - and found out the polar bear was bored.They found out this is why he would go into a "play" attack mode when people stopped at his display. So, they loaded the bear down with lots of toys and things to do to challenge him mentally. One was a very large ball with a treat in the center - he had to figure out how to get to the treat... this kept him busy for the day and he became much more people friendly in the longrun.
I believe that any living animal on this planet with a brain - can be mentally challenged. I just believe it is on different degrees. Just another quick animal story for you -- I once met an old dog who was tired of life and his master would not let him die. That dog tried to commit suicide. I am not joking. Windows had to be shut, because he'd try to jump out, toilet bowls closed -- I don't know how many drowning attempts were made. They finally put him to sleep. Now is that insanity?

Yes, for as well as the previous mentioned answers, I can truthfully claim that I have had an animal who was mentally challenged (although not insane).
She was a kitten, at only a few moths old she was not like other kittens. Her sister was, as most kittens are, a hyper active, but lovely maniac. However she just sat around all day, docile beyond belief, never playing, rarely even moving. We gave her to a friend of ours (she was only ours for a temporary amount of time) we kept in contact with them, and to this day, about two years on, she hasn't learnt her name.
I think this shows that she was slightly mentally challenged. she was not deaf as she woulkd react to sound.

Although it REALLY ticks me off when it happens. My brother's dog. She will bark for NO reason in the world. When NO other neighborhood dog will bark. She will look as though she seen something. There will be NOTHING out there. She jumps the fence just to do whatever. But would not jump the fence to "protect" her property.
I am very sorry but I hate this dog SO much.
