The first and most important thing to do is wash the paneling down with warm soap and water. Then rinse well. Get ready to paint. Go to the Lowe's, Home Depot, Meijers store nearest you. Meijer has the least expensive of this kind of paint. The name of the paint is KILZ 2. If your paneling is dark, use two (2) coats of this paint, be sure to let dry between coats. Doesn't take long to dry, maybe 1 1/2 to 2 hours. But while this is drying, you can be doing something else. After about 1 1/2 to 2 hours you can paint whatever color you want. Make sure when you paint the paneling, if it has ridges in it, you must be sure to paint in these ridges also. We used 1 gallon of paint for 1 wall. The wall is 12 ft by 8 ft. Good Luck!

Clean the paneling first and use the KILZ or an oil base primer. If that doesn't work you might try roughing up the paneling a little bit with some fine grain sand paper then making sure you clean the surface after sanding. There are two important things to help make paint stick: a clean surface and a non-slick/roughed up surface. Normally you can get a good primer to stick if the surface is clean even if it is slick. If it still doesn't work then you normally rough the surface up a little bit.

I've painted over paneling and used Kilz and after everything dried..the paint and kilz peeled right off. The guy in the paint department at Lowes suggested an oil based primer. I can't remember the name of the particular brand I bought but it's an OIL BASED primer.

Yes, you can. You have to prime the paneling first, then paint.
