I know I can use a transformer/converter to change the source voltage, but I want to know whether the cord can carry a higher voltage safely.

Don't take the risk, surely the cost of a piece of wire is not worth it. Most likely it would be OK but not designed so not safe

Yes you can but you need to plug in with a Step Up Voltage Converter.

not if u intend to use it normally and without a adapter of some kind,it will overheat or start melting and the appliance it is powering is probablly made for that voltage input aswell ,u need to seek a licenced electricians advice before attempting to connect to the mains electric.
