For solar car and stationary applications, "power tracker" means a power conditioning device that matches the solar array's output to the car's electric system for best power transfer (see refs. 1 and 2). It's sometimes referred to as a maximum power point tracker.
In stationary applications it can also refer to a servo system for presenting the maximum solar array area to the sunlight for maximum power output. Ref. 2 explains the distinction between this "panel tracking" and maximum power point tracking.
