It is not marriage that men are afraid of it is commitment and responsibility. When you get married you give up so much and that scares men so much that they do not see the benefits in getting married.
FEAR! Is the problem here fear of the unknown. Many men do not know they will be better off if they got married.

I can't speak for the guy in question, but to be fair, it's not only guys.
A lot of people don't want to get married these days. You have to be honest with yourself about the nature of the relationship you have with that person.
As a society, we've reduced marriage to being meaningless. We feel it's just easier on us all the way around if we just live together, share the bills, and make babies. Done this way, it's all non committal.
With things as they are, mature people, with standards and values, have a really hard time finding people who complement them.
You may meet some otherwise good people, but they have one or more issues that you just can't deal with. (For me, they include selfishness, laziness, and financial irresponsibility.) So you disqualify that person and move on to the next. They still want to get married, just not to that person.
In short, he:
1) May not want ot get married.
2) May want to get married - just not to you.
3) May not be the right person for you to marry.
