If you are installing A laminate counter top it's 15 1/2 in. Because you want 14 in from your finished top to the bottom of your wall cabinets. I'm a finish carpenter and can give you any other advice you may need .

18 inches above the counter typically, the cabinets are usually 34.5" tall and the uppers are usually installed at 54" from the floor. This is a recommended hieght only, however, it can be lowered for shorter people. Just take into consideration the hieghts of any small appliances that you will be storing on the countertop, blenders, toasters, mixers ect. YOu don't want the toaster scorching your cabinets, for instance.

Mine are 16 inches nut I know some are lower. I usually put them in according to what the owner wants. I don't think there is a "standard" unless it's marked on the plans.
