For your younger child, as someone else mentioned, he would like most anything you got him really. When they are around 2+ they start to appreciate more certain toys. So I would stick with the likes of Fisher price's so called 'doing' toys for him. You know the small toys that aid co ordination rather than getting just a teddy.
Fo r the older child he will be into things like Thomas The Tank, Bob The Builder like someone else mentioned also. So maybe a toy of one of those. Remember what it was like for you to open BIG prezzies so keep that in mind also!
Lastly, like for the younger child I would always get some sort of educational toy based around words and or co ordination. Seems like an obvious statement but well worth it.
Happy Christmas.

Truthfully?! At that age..the boxes and wrap are the best part of the gifts!! I'd be careful buying the expensive toys that they will out grow quickly..I have a storage room filled with the "CHRISTMAS gifts I THOUGHT they'd love!! They used most a time or two...and then they were TOO old for them...you can't go wrong with cars, trucks and dinasours...

A few things I would consider are:
Fisher Price city or farm.
Legos (large ones my kids love them)
Furr Real pets.
Rescue Heros (28m old)
Skill builders (cubes with activities on them, puzzles, ect..)
Remote controlled car.
Last year I bought the V-Tech game system. They have games for 3-5 year olds that are good. My kids love them.
Remember they are so young they will be thrilled with simple things with pretty paper.

My son loved Rescue Heros and still plays with them. They have big pieces so you do have to worry about choking. Also Little people are great toys too. Their are so many options. I just take my kids to Toys R us and let them look at everything ..so I could get a good idea of what they like.
