No, I do not. Yes, liberties should be given up for safety because if we aren't secure, we could lose those liberties anyway. Practice makes perfect, in regards to the training question.

Safety if the responsibility of the state. Thus, liberties could be sacrificed if safety must be guaranteed. It is a valid exercise of the state since it is for the good of the people.
