I have been taking hair supplements for the past 3 years and here is what I have found.
GNC makes a tablet called "Ultra Nourishair" in formulas for men and women, the pills are taken daily, 2 pills a day. They are HUGE and very hard to swallow, if you have any trouble at all with large tablets, then I wouldn't recommend these. The 2 pills also contain only 1200 micrograms total of Biotin, which is the main supplement needed for hair to grow faster and stronger. You should try to get a minimum of 2500 micrograms of Biotin daily to improve hair's rate of growth and its condition. Even though I took these GNC pills for 4 months, I wouldn't recommend them because they are not the most high quality pills available.
ProCaps labs makes a great supplement called "Hair Skin and Nails" formula, here is the link for that

This is in capsule form and much easier to swallow. This company, ProCaps labs is also extremely reputable and carries pure and effective products.
I took GNC's Nourishair for four months, and supplemented it with extra Biotin tablets daily due to its low Biotin content. I took 2500 micrograms extra Biotin with the GNC pills.
The Procaps hair vites have 2500 micrograms of Biotin in them, and don't really require extra Biotin be taken, but I do take an additional 2500 micrograms of Biotin for a daily total of 5000 micrograms of Biotin.
My hair is growing in thick and dark and quite quickly. My hair used to be very slow growing, but all of these supplements have really made a difference.
The only way to really change the health of your hair is by taking supplements that work internally on the follicle where hair is made, any shampoos or oils or other topically applied things do nothing to change hair's structure, that can only happen with systemically provided support, which means supplements that you take internally.. Keep in mind, regardless of how many or how much you take of any supplement, hair is never going to grow at a "Jack and the beanstalk" type of rate, the most you can hope for is to improve the strength and health of each hair follicle and to see an incremental increase in the rate of its growth.

You cut your hair every three weeks and it only grows an inch every month, that's your problem. (Average growth is one inch a month but may vary from person to person).
Use a good conditioner and a mild shampoo. Baby shampoo comes to mind, you can't find anything more mild than that I don't think.
Eat healthy, that's a big factor in having longer, stronger, healthy hair.
And you have to realize that the more you mess it, the more damage you do it. Dyes or bleaches for coloring are horrible for your hair. Excess brushing and combing are bad. And believe it or not, if you have hard water, it's bad for the hair. Combing or brushing wet hair is bad for it, use your fingers.
I'd rather not hang upside down like some one else suggested, but it will stimulate the blood flow to your scalp. I prefer to massage mine though, at my age I don't dare hang upside down. lol And you can massage two or three times a day where ever you may be. Just pretend you're washing it.
Also remember that your hair will 'rest' for about three months out of the year and won't grow during this 'rest' period.
I don't do anything special with my hair. I wash it, run my fingers through it while it's wet, brush it when it's dry, once in the morning and before I go to bed. Maybe in between only once if I've been out on a windy day, usually I put it in a pony tail on windy days, and it's almost down to my waist now.
I don't blow dry it, don't use anything hot on it, except hot oil treatments once a month and that's only as hot as the water coming out of the tap.

Sounds like your hair is dry and maybe a bit damaged, stop using straighteners if you do use them and dry your hair with the hairdryer on the cool setting and use heat protector spray this will make your hair shiny never blow upwards through the hair always downwards the way the hair cuticle thingies lie. Use a hair mask once a week and a decent conditioner for dry/damaged hair every time you wash your hair and a very gentle frequent use shampoo, it also maybe worth buying a leave in conditioner.

this may sound weird but give yourself a head rush!!! hang upside down! lol. it sounds silly but it will increase the bloodflow to you head and give the hair follicles a kickstart. do this once a day.
to get rid of split ends dont brush to much keep it to a MINIMUM
use leave in conditioner, and if you use straighteners, curling tongs, hairdryers, they cause split ends, they really damage your hair> good luck xxxx

consume a fabulous style of protein, particularly beef. Hair is created from protein so the greater you consume it, the greater your hair will strengthen. additionally, wash it the different day, it's going to provide your scalp a while to get somewhat oily. That'll make your hair greater advantageous. and doubtless if there are a number of split ends, you are able to trim purely somewhat off. it could make your hair strengthen lots speedier.

Try a better conditioner... and leave it on for the amount of time it says to... a little longer won't hurt. If your hair needs tangles out of it - detangle it while conditioner is in it so you won't cause more split ends.

oh my gosh i did that.....i shaved it all off and it grew back lovlier
but you could try going to a better hair dresser or buying a reallly good conditioner like fruitus as its good for many different types of hair
