rape isn't about sex, it's about power, control, and the thrill of victimization. sex offenders cannot be rehabilitated. and certainly not by the use of chemical castration w/o also combining medications that extinguish the sexual urges...there are many ways to rape and sexually offend other than using a penis.

Chemical castration stops them from being able to get an erection, so no, he can't rape in terms of sexual intercourse.
However, chemical castration does nothing for the urges, and many continue to victimize by other means.

I don't think any state in the US does this. But castration will reduce the testosterone created and will therefore reduce the sexual urges of the sex offender.

Rape is about controlling. As far as they're concerned, rapists can attack a beautiful woman, an elderly woman, or the neighbor's dog.
