The weather in Rome in December is usually around -3 / +4°C grades, humidity is usually high. In Italy unfortunately people don't speak English as in Athens, Italian people are not very good in speaking foreign languages. English street signs...no. English menus in the restaurant...well...it could happen... You could find however Info-points four tourists where probably they speak English and where they can provide you with maps and guidebooks in English as well.

Lots of the waiters etc speak English, some of the menus are in english others not. You will recognise signs for the main attractions but other signs are in Italian. It will be lovely in Rome in December but you will need a good, warm coat and perhaps a rainproof jacket.
