A hand up.... not a hand out.

Teach them to fish. (Metaphorically speaking.)

Provide for those who are unable to work only.

If you're talking about India ,then Eradication of beggars is a wrong idea. They are humans they cannot be eradicated like pests,India is a democracy you can't have it ,even communist countries like china and Russia have poor people it couldn't be done in those places ,India's a far cry.You can eradicate poverty or at least try to do it,help the government implement schemes like the garibi hatao andolan, you can oppose it later if it really does not work. The government can take an initiative. It is up to the common people of this country to go beyond party loyalties and make it happen if we are to see an India free of poverty and beggars.

I don't think it's an "eradicate" overnight resolved issue. We can't just shoot them all - after all, we're proud of being a liberal democracy, not a dictatorship.

Poverty and lack of employment is a big issue in almost every country.

Things that may help:
* Free Education, including adult education
* Reinstating the mental health hospitals
* Job skills offerred to the homeless
* More support for charities such as the Salvation Army
* Crack down on drug imports and small time drug dealers

....what were you thinking?

Beggars are majority in India at least so you cannot eradicate them . You can of course elect them to run the government.

Well "most" beggers are usually lowlife crack addict, so I guess there isnt really an answer

In some countries the economy might be to blame, so i would think the logical answer would be to establish unemployment centers and create more goverment jobs, this worked fairly ok during the depression when the goverment started all its big programs.

One main project was the construction of interstate highways that requiered much man power and would provide vast employment

There is a law against vagrancy wherein beggars could be arrested. However, the policemen are lenient in applying this law because of lack of prisons and for humanitarian purposes.

All the great religious figures of history had no problem with begging. These figures knew that begging in it's most humble of forms, is just a way for our fellow humans to reach out to us to help in their fight to survive in a harsh environment... this environment we call LIFE. The real issue with people begging is really the con-artist that for selfish reasons use their wiles and ways to avoid any honorable means of supporting oneself. And these con-artist not only become pariahs to society but also impact negatively on the humble means of the genuine needy and helpless beggar to survive as God intended them to survive...with the JUST and righteous acts of FAITH, HOPE and CHARITY from his fellow human being.

It Is social and economic problem. I do not support begging, but it is a fact that they do belong to poorest strata of society. There should be more jobs which earn enough to satisfy basic needs, opportunities.

Also it has become a social habit, to offer beggings to hem in the name of religion etc. and also improved economic conditions will gradually ensure that begging habit goes off.

There are buggers which as\re glorified, they too need to be removed.
