Sorry to break this to you, but breasts are fat and the body CANNOT 'spot reduce' - in other words, you can't tell your body to aim for your hips and not your boobs. You will start to lose weight where you want to and slow down the 'breast reduction', but this occurs when it's easier for the body to take excess fat from other areas in preference. So the 'non spot reducing' can work for you as well as against you.
It also sound like you're using weights. This will actually increase breast 'shrinkage', and the muscles you are telling your system to develop will WANT to get rid of excess fat to be more able to perform as demanded. So actually you can help yourself by NOT using weights. Go for more cardio vascular excerise and use apparatus like the cycles and shift the demand from the upper to the lower body. The increased tone on the legs and hips will help to balance out the demands.

The fat content within your breasts will decrease as your cardiovascular workouts burn more calories reducing your breast size... Women who increase the mass of their pectoral muscles do not appear to have larger breasts.
