Depends on the host and represented countries policies. Italy hands out honorary consul appointments like confetti, while I don't think China or the US have honorary consulates.

In the case of my country you would need:
* your own office
* your own staff
* contacts within the local government, business community etc.
* a good reputation
* knowledge and strong ties of both countries
* time to contribute as honorary consul

Plus your HC will need to be somewhere far from another mission, in a place where having a HC would be worthwhile

It depends on the relationship that you have with the country you wish to represent, in my case i bacame honorary consul by just asking the Minister of Foreign Affairs of the country that i proudly represent, so they put my name under investigation for 3 months in my own country.Once the find out that you have clear style life you can be designated as Honorary consul ,any other advise just ask.

That is a position that is done by appointment for people that know someone in high government.
