i live in an apartment complex and i have had nothing but problems, they dont come and fix the things when i ask... the bugs are so bad....and when i told the apartment manager that they needed to come fix all the problems and the bugs or i would report them she came back with this" if ur threatening us we love those and we know u have an unauthorized person there so u can bring on all the treats you want" i want out of this place but how do i get out! I want to get out of my lease w/o being penalized

You best get a really good lawyer or move back home.

By law, they have to fix things that are wrong in your apartment. Look in the phone book in your area for city or county offices that protect the rights of renters. Write down dates and times that you have contacted your land lords and the things that need to be fixed. Obviously, you are wasting your time talking to them. They need a rude awakening. Turn them in to the proper authorities. They cannot treat you this way. They also cannot legally evict you for registering a complaint.

document everything. get the unauthorized person out as soon as possible and remind them you have signed lease that requires them to fix your apartment or they are violating it and then you can't be penalized for it.

If its as bad as you say, then call your Local NEWS Ch.
They usally have a dept that does investigations.
And if they do it and find out that the APT. complex is like what you say...They'll probably air it on TV. and I bet you'll be able to get out of your lease.
OR you could call the health dept.(get in touch with them thru your county..(Blue pages in the phone book).
DO NOT TELL them your gonna do this...Make it a SURPRIZE!

call, get a hold of the city tell them ur problems and that u need them to guide u in the right direction, to give u some #'s and then take it from there.

There;s always some one HIGHER up, than your manager; Like the minister of housing. Speak to them, tell them your problems, It's thier job to listen.
