By going out to the mall where theres alot of people or join a group that has ur interests and try and make friends that way just remember to be yourself! you've prolly heard that like a million times but its the best thing you got good luck =)

Get a hobby. Take dance lessons, or a cooking class, or join a book club. There are any number of possibilities really. Just pick something you're interested in and do it with other people. People gravitate towards people when they show passion about something.

try going out to a bar or dance, you can always meet people there or go to a party youre bound to meet people at any one of those places.

whats kind of enviroment are u in? if its school...when walking outta class or in class say something about the teacher, "Dude this class is awful!" " How about that grade nazi?" and try to relate to his/her answer. if not..post ur question again...wit more details
