call the police "non emergency" number and file a noise complaint and keep calling the dog pound. Animal owners are to keep control of their animal and that includes annoying and continuous barking

If the dog barks during the day, then your neighbor is complying with the noise bylaws. If it's at night, then that is a problem. Where I live the noise bylaw is from 7am to 11pm. Check to see if your city has noise bylaws.

This is the same with me except I never called the house. Tell the neighbour to muzzle him or something when they leave the house, ..... maybe not. Get to know the dog and when he needs a yellin you can give him a yellin and maybe he'll listen to you.

I would call the dog pound again. I would also try calling the non-emergency police line and ask for their suggestions on what to do.
