You just found a puppy??? I think you should definitely go to your local animal shelter (probably SPCA/ ASPCA or Humane Society) and let them know you've found a puppy. Somebody is probably missing their dog right now.
If you mean you saw a puppy and want to know what breed it is (but you did not take it from the rightful owner), someone at an animal shelter might know. A lot of dogs out there are mutts, and sometimes you never know their breed-mixes for sure. A vet might have some insight, but even they don't know a lot of mixed breeds. Try a pet store or an animal shelter or possibly an adoption group; they'd all probably know breeds pretty well.

Do not take him to an animal shelter. Yes, the workers there would likely know....but just walking onto the premises with him will almost certainly sign his death certificate. That's because parvovirus is present in all shelters....all puppies are susceptible until fully vaccinated....and black labs follow only Rottweillers and Dobermans in being especially prone to gettting it, and getting it severely.
Try a grooming shop. They're very knowledgable about all purebreeds (moreso than shelters, actually), and they generally require that their clients' pets be current on vaccinations. It's rare to have a parvo or other infectious disease outbreak in a properly-run grooming facility, but it's COMMON in shelters. (Not their fault....they can't help the fact that so many animals of poor backgrounds come to them. They do the best they can with what they've got.)
But.....why are you avoiding the veterinarian's office???? Not only can they tell you what breed(s) the pup likely is, they can also tell you how old it is and about its health....which is important should you decide to keep it. Stray puppies can have all sorts of parasites (including worms), scabies, and ringworm (a skin fungus) that can be transmitted to humans. They can also scan him for a microchip to see if he already has an owner who is looking for him.

Take a photo of the dog and post it on http://www.petfinder.com and advertise for the owner of the dog.
TAKE THE DOG TO THE VET IMMEDIATELY!! If you just found a dog, you don't know what kind of disease it may have (mange, rabies, ticks, worms, earmites, fleas). DO NOT EXPOSE ANY OTHER ANIMALS to the puppy until you've taken it to a vet.
If you don't want to go to the vet because you can't afford it, then you can't afford a dog either. Turn the animal into the shelter and/or a rescue group or ASPCA.

You can google any breed for photos and descriptions. AKC.org has breed standards.
Please contact the police and local shelters to let them know you found a puppy. There might be someone just heartsick because they can't find their puppy anywhere.

Try asking a lab breeder. Or maybe an animal shelter, they are pretty good at knowing what kind of breed comes in.

There isn't anyway to tell with absolute certainty unless you know the parent's linage or do testing. So you can just go to a pet shop or groomer and ask what they think.
