para is simply a prefix. a few definitions of para are "along with", "resembling" and "auxillary". essentially when you pair with liturgy it could mean a similar form of worship or supplemental form of worship. i would say that yes a paralitury is a liturgy but not necessarily the exact same kind of liturgy.
