Two possible reasons. One of which is that they're just friends. Your one male is just showing affection to the other male. The other is if the cat is kinda pinning down the other to groom it, it could be a dominance things. Odds are though you're just fortunate to have two cats who have become good buddies.

A lot of times males licking other males is a dominance thing. My male cats will clean each other and then they'll start biting. But that's just what male cats will do. They can be striving for dominance while still being affectionate. Think of them as brothers... they care about each other, but they're still competitive with each other. They're just like brothers. Hairy, smelly brothers, who make you clean up their poop.

A cat licking another cat or someone, maybe you, he is trying to say that "you are mine". Meaning that, he doesn't treat you as a owner but treats you as a part of him in his life. So, no matter who he licks, that particular thing or person is important to him.

Cats lick to clean, he is cleaning him. It is also a sign of affection. Don't worry, it's normal!
