Parent-in-law is singular. If you mean both together,
the correct plural is parents-in-law.

(Same with passers-by.
The reason is that these are treated as words in a phrase, where "parent" is made plural, not "law.")

However, with possessive, you would say
my brother-in-law's house, not brother's-in-law house.

If you are only referring to one parent-in-law,
why not say mother-in-law or father-in-law, which is less awkward. You can also say my husband's mother
or my wife's father.

parent-in-law implies one parent. Parents-in-law is awkward. How about just, in-laws?

It's fathers in law or, mothers in law or, brothers in law or, sisters in law. You cannot have father in laws. People say in laws because it doesnt specify any set but, when you specfy mom, dad, sis, bro, the object becomes pluralized. 10-4?

If there are two parents, if there is one parent. Same reason as you would use parents or parent referring to your own mother and father or one of them.
