This is obviously the work of an online translator - someone put in an English to Latin translation and got back that garbage. Not even all of the words got translated, as you can see at least seven English words in there. Those translators are just worthless - they can't tell the difference between a noun and a verb, nor can they decline nouns or conjugate the verbs. They will give you the same word for "land" as in property and "land" as in an airplane, making the transition back into English nearly impossible to decipher. The first sentence is a real mess.

You know its interesting I know that because the whole bulletin is place more popular I work not write whoever is worth a damn. Plus no one can read Latin because it is funny, I just hope I get a response back!

You can see that several of the words are English so I suspect it is all a joke.
