If you get amnesia, does your character change?? Say, if you were a criminal before you got amnesia, is it possible to become totally innocent after amnesia, because you have forgotten all the tragedy and such which led you to live a life of crime???

Also, if you get amnesia from, say, drowning, do you unconsciously get a phobia for water???

If a person is a criminal before he got an amnesia there's a possibility that he might forgot what he did, but he also might remember some parts of the events that he did during the crime.
sometimes they consider character change to be an exception. Because they just can't remember the events before the accident, trauma, emotional effect, or an amnesia from excessive alcohol use. Actually it also depends on what kind of amnesia occured.
Having a phobia from the cause of accidents is possible, part of the brain where the emotions are can react from it, even the victim don't know why.

I think that your character could change from amnesia i think that you might be right in the fact that sometimes people would change thier life due to losing thier memory but there is also the whole subconcisous idea that people are predetermined to do certain things in thier lives
