The environmentally "correct" answer is usually cloth, because cloth can be reused over and over.
I happen to disagree. Cloth can become a health issue if it is not laundered to remove any traces of food that may rot between trips to the store and bacteria that lives on the surface of meat, fish, and poultry. Laundering is not good for the environment, as it adds to the pollutant load where your waste is treated.
Plastic is much cheaper, and it is all that you will be offered in most stores. You will have to ask for paper.
This is one of the older debates, and each manufacturer will offer their own "green" reasons for their products. In order to correctly assess the total effect, you must analyze the entire life cycle of the product, including energy demands, and attach weighting to various impacts, such as landfill space and water pollution.
I know that this isn't an answer, but all that you will ever get with this question is opinion. There is not one answer.

Paper when I need some to bundle my newspapers in to recycle. Plastic when I need waste basket liners.

Paper, it actually biodegrades and also can be used for trash bags, but I don't know of any stores that use it any more.
